ESPN reported last week that the two clubs had agreed a £55m ($69.5m) deal with further £5m ($6.3m) add-ons.
Sources have told ESPN the bonuses due to Chelsea are “heavily dependent” on appearances as well as Mount’s success at Old Trafford.
“It is not easy to leave the club I grew up in, but Manchester United will offer an exciting new challenge for the next phase of my career,” Mount said in a statement.
“Everyone can see that the club has made great strides forward under Erik ten Hag. Having met the coach and discussed his plans, I couldn’t be more excited for the seasons ahead, and am ready for the hard work that is expected here.”
The 24-year-old, who has one year left on his Chelsea contract, is United’s first signing in the summer transfer window.
United’s director of football, John Murtaugh, said: “Mason is a very intelligent footballer with many great technical qualities who will add greatly to our squad.
“We have admired his talents for a long time, so we are delighted that he has chosen to take the next steps in his career here at Old Trafford.”
Mount leaves Chelsea 18 years after joining the West London club’s youth team at the age of six. He won the Champions League in 2021, assisting Kai Havertz’s goal against Manchester City in the final.
The English midfielder also won European Super Cup and the clubs World Cup In 195 appearances for Chelsea, he scored 33 goals and provided 37 assists.
Mount issued a letter to Chelsea supporters on Tuesday saying goodbye to the club.
“I feel like you deserve more than a written statement, so I wanted to tell you directly how grateful I am for all of your support over the past 18 years,” he wrote on Instagram.
“I know some of you will not be happy with my decision, but it is the right one for me at this moment in my career.”
